What the report counted
The Rising Nepal's May 6, 2023 edition reported that 21 contestants would take part in the upcoming Mr and Miss National Nepal competition. It attributed the selection information to the organizer's Nepal chapter director, Santosh Upadhyay, and identified Sanurvi International as the organizing company.
The number described the selected field at the announcement stage. It was not a count of winners, all initial applicants or entrants in every Nepalese pageant that year.

A pageant's name, edition year and organizer help distinguish it from other national contests and the international events to which participants may later progress. Selection for one event is not automatically a win or an international title.
