China proposes technology export limits and starts registration

The 40-technology proposal includes solar manufacturing and biotechnology; comments run through November 15.

China’s commerce and science ministries proposed adding 40 technologies to the country’s prohibited or restricted export catalog on October 16. The draft includes 23 artificial-intelligence technologies, five in biomedicine and 12 in photovoltaics. A ministry explanation divides the proposals into 14 prohibited and 26 restricted technologies.

The final catalog revision is still open for public comment through November 15. A separate temporary requirement begins immediately: exporters must register relevant technology transfers before export, including covered transactions already underway but unfinished.

The ministry says the proposals target specified technology transfers, rather than imposing a general ban on products made with those technologies. Its explanation also distinguishes overseas transfers of controlled model technology from ordinary API or app access.

For businesses planning cross-border licensing or overseas production, the immediate issue is checking the registration requirement while the final rules remain under consultation.
