Today’s Morning Brief — Monday, October 19, 2026

Outer Banks flood risks, Medicaid exceptions, Miami’s No. 1 college-football ranking, the UTSA–Navy game decision and Rosie Huntington-Whiteley’s return to a fashion show.

Good morning. Monday’s brief brings together current public NewsCubby reporting and official weather information.

Outer Banks coastal flooding and dangerous surf remain a travel concern

National Weather Service alerts updated early Monday forecast 2–4 feet of inundation in vulnerable shoreline areas of Hatteras and Ocracoke through 5 p.m. Tuesday. Hatteras’s high-surf advisory extends through 6 a.m. Thursday. The Outer Banks wind advisory now runs through 6 p.m. Tuesday, with north winds of 25–35 mph and gusts up to 50 mph. These are expected risks, not proof that every location is flooded. Check local alerts and road conditions before traveling; do not drive through floodwater.

Medicaid work-rule exceptions depend on the protection and the state

Federal exemptions and optional temporary hardship relief are different. NewsCubby’s new explainer uses Missouri’s guidance to show why recipients should read their own state’s notice. Missouri says its informational outreach letter does not itself terminate coverage or require proof now; that is separate from the requirements expected to begin January 1.

Miami’s No. 1 AP ranking is separate from the playoff bracket

The Hurricanes returned to the top of the October 18 AP poll for the first time since 2002. Miami led BYU by 22 poll points, with Ohio State third. The AP result is an achievement in a current poll, rather than a playoff invitation or guaranteed seed. The selection committee’s first rankings are scheduled for November 3.

Conference explains why UTSA–Navy continued after the fatal pregame fall

The American Conference said its decision followed discussions with both schools, venue management and authorities, while military family-notification safeguards limited public information. KSAT published the conference’s statement Sunday night. The airman’s death remains under investigation; the explanation does not establish the cause of the fall.
