The National Weather Service’s 4:08 a.m. Eastern outlook forecasts coastal flooding, dangerous marine conditions and beach erosion from southern New Jersey through North Carolina, especially around high tides. Coastal gusts could exceed 40 mph, particularly in the Outer Banks.
